      The Government of the Republic of Kazakhstan HEREBY RESOLVES:

      1. To establish a grant "Tauelsizdik ұrpaқtary".

      2. To approve the attached Rules for the provision of the grant "Tauelsizdik Urpaktary".

      3. This Resolution shall enter into force upon expiry of ten calendar days after the day of its first official publication.

Rules for awarding of the grant "Tauelsizdik Urpaktary" Chapter 1. General provisions

      1. These Rules for awarding of the grant "Tauelsizdik urpaktary" (hereinafter-the Rules) shall determine the procedure for awarding the grant "Tauelsizdik urpaktary" (hereinafter- the grant).

      2. The following basic concepts are used in these Rules:

      1) a grant recipient - the winner of the competition, to whom, in accordance with the grant agreement (hereinafter-the agreement), the grant was paid;

      2) competition for awarding of a grant (hereinafter - the competition) - the process of determining the winner for awarding of a grant in accordance with these Rules;

      3) a project - a plan for the implementation and realization of the presented idea, determining the socio-economic justification for feasibility, timing of the project, a list of planned costs at the expense of the grant;

      4) a competitive commission - a collegial body, carrying out an evaluation of competitive applications and determining the winners of the competition;

      5) a competitive application - an application of a citizen for participation in the competition with attachment of necessary documents in accordance with the requirements of these Rules;

      6) an authorized body on the issues of state youth policy (hereinafter - the authorized body) - the central executive body, carrying out management and intersectoral coordination in the field of state youth policy;

      7) the applicant shall be a citizen of the Republic of Kazakhstan, from fourteen to thirty-five years old at the time of the completion of the acceptance of competitive applications, who submitted a competitive application for participation in the competition.

      3. The amount and number of the grant shall be established by the Government of the Republic of Kazakhstan annually.

      4. The allocated grant funds shall be used for the project realization.

      5. The term of the grant use shall be no more than one year.

      6. The grants shall be awarded on a competitive basis for realization of new ideas and initiatives to a citizen of the Republic of Kazakhstan in the following areas:

      1) "Science" - for the realization of new scientific projects and researches in priority sectors of science;

      2) "Culture" - for the realization of projects aimed at popularization of cultural heritage of Kazakhstan, promoting folk cultural traditions and art;

      3) "Information technologies" - for the realization and development of new IT solutions and projects, including start-up projects;

      4) "Business" - for the realization of new business ideas in priority sectors of economy;

      5) "Media" - for the realization of new media projects, including projects on creation of informative, useful, interesting content for young people.

Chapter 2. Goals and objectives of the Grant

      7. The goal of the grant awarding shall be state support for new and existing initiatives of young people aimed at forming a community of active creative youth.

      8. Objectives of the grant awarding:

      1) support of the talented and purposeful youth;

      2) identification and support of innovative projects and scientific-technical developments of young people having practical interest for the socio-economic development of the country;

      3) assistance in the realization of new and existing start-up projects for young people;

      4) popularization of creative activity among young people.

      Chapter 3. The competition procedure

      9. Organization and conduct of the competition shall be carried out by the authorized body.

      10. An information message on the competition conduct shall be published by the authorized body in the mass media, as well as on the Internet resource of the official social media accounts of the authorized body at least three months before the deadline for accepting competitive applications.

      11. The competition shall be held in two stages:

      1) the first stage - acceptance and consideration of competitive applications for compliance with paragraph 17 of these Rules by the authorized body;

      2) the second stage - evaluation of competitive applications and determination of winners by the competitive commission.

      12. A competitive commission shall be created by the authorized body for evaluation of competitive applications.

      A competitive commission shall be headed by the chairman - the head of the authorized body. The competitive commission includes representatives of the central executive bodies and civil society, scientists, specialists and experts in the areas of the grant, each of which is headed by a leader from among the members of the competition commission in agreement with the authorized body.

      In the event of a conflict of interests, a member of the competitive commission shall notify the chairman of the competitive commission about this fact and shall not be allowed to participate in the work of the competitive commission by decision of the chairman of the competitive commission.

      13. Meetings of the competitive commission shall be held on the principles of openness, transparency and be held in the online broadcast mode on the Internet resource and official social media accounts of the authorized body.

      14. Meetings of the competitive commission shall be considered competent if at least two thirds of the total number of members are present at it.

      15. The applicant for participation in the competition shall submit a competitive application in the form according to Appendix 1 to these Rules to the e-mail address indicated in the information message on the competition, and within the terms, specified in the information message on the competition.

      16. All costs associated with preparation and submission of a competitive application for participation in the competition shall be borne by the applicant.

      17. Competitive applications shall be accepted in the state and (or) Russian languages and must contain:

      1) a description of the project in the form according to Appendix 2 to these Rules;

      2) a video presentation of the project (no more than sixty seconds);

      3) a draft cost estimate;

      4) information about intellectual property (if any).

      18. Competitive applications submitted after the deadline for submission of applications, specified in the information message on the competition shall not be accepted.

      19. Competitive application shall be registered and considered by the authorized body for compliance with Paragraph 17 of these Rules.

      If an incomplete package of documents is submitted, within five (5) working days from the date of receipt of the competitive application, the authorized body shall send the applicant to the email address specified in the competitive application of the applicant a notification on the need to bring the competitive application in line with Paragraph 17 of these Rules.

      If the competition application is not submitted in accordance with Paragraph 17 of these Rules within 2 (two) working days from the date of receipt of the notification, the authorized body shall return the competition application to the applicant.

      The applicant can re-submit the revised competition application before the end of the deadline for accepting competitive applications indicated in the information message on the competition.

      Competition applications complying with Paragraph 17 of these Rules shall be sent within 3 (three) working days after the deadline for acceptance of competition applications by the authorized body for consideration by the competition commission.

      Confirmation of the transfer of competitive applications by the authorized body to the competitive commission shall be formalized by a protocol on the transfer of competitive applications.

      20. Within fifteen (15) working days from the date of submission by the authorized body of competitive applications corresponding to Paragraph 17 of these Rules, the members of the competition commission shall evaluate the applications according to the evaluation sheet, according to Annex 3 to these Rules, and shall determine the winners of the competition.

      In the event that the main idea of the project, its social effect, expected results are not disclosed in the competition submitted by the applicant, and if additional questions arise from the competition commission to the project, by decision of the chairman of the competition commission, the applicants' reports shall be heard together with presentations in person or remotely.

      By the decision of the competition commission, a draft protocol on the results of the competition shall be drawn up with an indication of the number of points scored in accordance with the scorecard in accordance with Annex 3 to these Rules.

      20-1. The competition committee shall send a notification with the draft protocol on the results of the competition to the e-mail addresses specified in the competition applications of the applicants, no later than 3 (three) working days before signing the protocol on the results of the competition.

      The applicant may submit an objection to the draft protocol on the results of the competition within 2 (two) working days from the date of receipt of the notification with the draft protocol on the results of the competition.

      After consideration of the objections, if they are received, within 1 (one) working day the protocol on the competition results shall be signed by the present members of the competition commission.

      21. The protocol of the competitive commission on the results of the competition within three working days from the date of signing shall be published in the mass media and posted on the Internet resource of the authorized body.

      22. The authorized body, within ten working days after determining the winners of the competition shall notify the applicants who have become the winners of the competition, and applicants who are not recognized as winners of the competition, with the provision of an extract from the protocol of the competitive commission on the results of the competition.

      Chapter 5. Procedure for awarding, using and returning a grant

      23. The winner of the competition opens a personal account in second-tier banks and submits to the authorized body a certificate of availability and number of a bank account for transferring the grant, within ten working days from the date of signing the protocol of the competitive commission on determining the winners of the competition.

      24. The authorized body, on the basis of the protocol of the competitive commission on determining the winners of the competition, after providing a certificate of availability and number of a bank account by the winner of the competition shall conclude an agreement with the winner of the competition.

      Minor winners of the competition shall conclude an agreement in the manner prescribed by the Civil Code of the Republic of Kazakhstan.

      25. A grant recipient shall submit a report on the progress of the project to the authorized body once every three months.

      26. The authorized body shall carry out monitoring for the targeted use of the grant funds, including according to the submitted report of the grant recipient within one calendar year.

      27. In case of detection of non-targeted use of the grant, the authorized body shall notify the grant recipient in writing about the violation of the contract terms and the need to return the full amount of the grant.

      28. A grant recipient shall return the grant funds within thirty calendar days from the date of receipt of the notification from the authorized body.

      29. In case of non-return of grant funds by the grant recipient within the prescribed period, they shall be subject to recovery in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

      30. Grant funds returned by the grant recipient shall be transferred by the authorized body to the republican budget in the manner prescribed by the legislation of the Republic of Kazakhstan.

      31. Funds shall not be subject to refund in the following cases (if confirming documents are available):

      1) death of a grant recipient;

      2) recognition of a grant recipient as missing or declared dead;

      3) recognition of a grant recipient as incapable.
