      1. To approve the attached Rules for provision of public service "Acceptance of works for awards in the field of science, state scientific scholarships" in accordance with Appendix 1 to this order.

      2. To recognize as invalid some orders of the Ministry of Education and Science of the Republic of Kazakhstan in accordance with Appendix 2 to this order.

      3. The Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, to ensure:

      1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

      2) placement of this order on the Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan;

      3) within ten working days after the state registration of this order, submission of information to the Legal Department of the Ministry of Education and Science of the Republic of Kazakhstan on implementation of the measures provided for in subparagraphs 1) and 2) of this paragraph.

      4. The supervising vice minister of education and science of the Republic of Kazakhstan is authorized to control the execution of this order.

      5. This order comes into effect upon the expiration of ten calendar days after its first official publication.

Rules for provision of state service "Acceptance of works for awards in the field of science, state scientific scholarships"

Chapter 1. General provisions

      1. These Rules for provision of state service "Acceptance of works for awards in the field of science, state scientific scholarships" (hereinafter - the Rules) are developed in accordance with subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan "On state services" (hereinafter – the Law) and determine the procedure for provision of the state service "Acceptance of works for awards in the field of science, state scientific scholarships" (hereinafter - the state service).

      2. The state service is provided by the Non- Commercial Joint Stock Company “National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan” of the Ministry of Science and Higher Education of the Republic of Kazakhstan, with the exception of awards in the field of agricultural science (hereinafter referred to as the service provider) to individuals (hereinafter referred to as the service recipient) in accordance with these Rules.

Chapter 2. Procedure for provision of state service

      3. To receive a state service by the service recipient in the "Single Window" informatization object of the national innovation system (astanahub.com) (hereinafter referred to as EONIS), an application shall be submitted in the form in accordance with Annex 1 to these Rules with consent to the collection and processing of personal data obtained through the state service for controlling access to personal data.

      Applications for submission of entries for science awards and government research grants in EONIS, personal data of an individual shall be generated automatically through integration with the information system "State database "Individuals."

      Based on the results of verification, EONIS shall request information on a diploma of an academic or academic degree from the information system "Unified Platform for Higher Education" (hereinafter referred to as the UPHE).

      Following the selection of science awards and state research grants, the service recipient shall fill out personal data in accordance with Annex 2 or Annex 3 to these Rules, and the required documents provided for in paragraph 8 of the List of Basic Requirements for the public service provision of " Submission of entries for science awards and state research grants" shall be attached in accordance with Annex 4 to these Rules (hereinafter, the List of Basic Requirements).

      Documents shall be drawn up in accordance with the requirements for the preparation of documents for entries for science awards and the requirements for the preparation of documents for state scientific scholarships, given in Annex 5 and 6 to these Rules.

      If the information in the UPHE is missing or incorrect, the data shall be filled in manually by the service recipient, electronic copies of documents confirming the information shall be attached to the application.

      The list of basic requirements for the provision of public services, including the methods of providing public services, the term, form and result of its provision, as well as other information, taking into account the specifics of the provision of public services, shall be set out in the List of basic requirements.

      4. The period for submission of documents - 30 (thirty) calendar days from the date of publication of the announcement of the competition for entries for science awards, state scientific scholarships in the republican mass media.

      The day of signing the application by the service recipient shall not be included in the term for the provision of public service.

      Withdrawal of the application shall be carried out by the service recipient through his personal account in EONIS.

      5. After signing the application through the electronic digital signature of the service recipient, the application shall be sent to the automated workplace (hereinafter referred to as the AW) of the service provider for consideration by the employee of the responsible structural subdivision of the service provider.

      6. The employee of the responsible structural subdivision of the service provider (hereinafter referred to as the service provider employee) shall confirm the acceptance of the application through the AW within two (2) working days, after which he/she shall send the confirmation to the service recipient through the EONIS in accordance with the form set forth in Annex 7 to the Rules (hereinafter referred to as the public service provision result).

      7. If there are grounds for refusing to provide a public service provided for in paragraph 9 of the List of Basic Requirements, the service provider within 2 (two) working days shall notify the service recipient of the preliminary decision to refuse to provide a public service, as well as the time, place and method of hearing to enable the service recipient to express a position on the preliminary decision. Notification (notification) shall be sent by text message in accordance with Annex 8 to these Rules through the personal account of the service recipient in EONIS and to the email address of the service recipient.

      The objection of the service recipient by a preliminary decision shall be submitted by the service provider within 2 (two) working days from the date of its sending (including the day of sending).

      Based on the results of the hearing, the service provider shall, within two (2) working days (including the day of the hearing), make a decision on the provision of public services, or, if there are grounds for refusing to provide public services provided for in paragraph 9 of the List of Basic Requirements, form a motivated refusal.

      8. The service provider sends the result of provision of a state service to the State Corporation of other regions or Almaty city no later than one day before the expiration of the term for provision of a state service.

      9. The service provider ensures that information about the stage of providing the state service is entered into the information system for monitoring the provision of state services in accordance with subparagraph 11) of paragraph 2 of Article 5 of the Law.

      10. In case of amendments and (or) additions to these Rules, the authorized body in the field of science within 3 (three) working days after registration in the Ministry of Justice of the Republic of Kazakhstan sends information about the amendments and (or) additions to the service provider, the Unified Contact Center and the State Corporation through the electronic document management system.

Chapter 3. Procedure for appealing decisions, actions (inaction) of central state bodies, as well as service providers and (or) their officials on the issues of provision of the state service

      11. A complaint against the decision, actions (inaction) of the service provider on provision of state services can be filed in the name of the head of the service provider, to the authorized body for assessment and control over the quality of provision of state services.

      Upon receipt a complaint in accordance with paragraph 4 of Article 91 Administrative Processual and Process-Related Code of the Republic of Kazakhstan (hereinafter – the APPRC RK), the service provider shall send it to the body considering the complaint (higher administrative body and (or) official) not later than 3 (three) working days from the date of receipt. The service provider shall not send the complaint to the body considering the complaint (higher administrative body and (or) official), if within 3 (three) working days a favorable act is adopted, administrative action is taken, which fully satisfies the requirements specified in the complaint.

      12. A complaint of the service recipient in accordance with paragraph 2 of Article 25 of the Law shall be subject to review:

      by the service provider – within 5 (five) working days from the date its registration;

      by the authorized body for assessment and control over the quality of provision of state services – within 15 (fifteen) working days from the date its registration.

      13. The period for review the complaint by the service provider, the authorized body for assessment and control over the quality of provision of state services in accordance with paragraph 4 of Article 25 of the Law shall be extended for not more than ten (10) working days if necessary:

      1) to perform an additional study or inspection of the complaint or inspection with a visit to the site;

      2) obtaining additional information.

      When the period for consideration of a complaint is extended, the official authorized to consider complaints, within 3 (three) working days from the date of extension of the period for consideration of the complaint, shall notify in writing (if the complaint is filed on paper) or electronically (if the complaint is filed electronically) the service recipient who filed the complaint of the extension of the period for consideration of the complaint, indicating the reasons for the extension.

      14. Applying to the court shall be allowed after pre-trial appeals in accordance with paragraph 5 of Article 91 of the APPRC RK.

Requirements for the preparation of documents of entries for science awards

      1. The description of the work sets out its content, relevance and novelty of research, the main scientific results, their significance and the possibility of further use.

      The description shall contain a cover sheet indicating the name of the organization representing the work, the name of the work, the name and initials of the applicants.

      The description volume shall not be more than 0.5 of the printed sheets.

      2. An extract from the minutes of the meeting of the advisory body of the nominating organization shall contain a submission of work for the award indicating the composition of the team of authors.

      The extract shall be signed by the chairman of the body and its secretary.

      3. The following information shall be indicated in the certificate from the place of the applicant's main work:

      1) name of the work to be advanced;

      2) surname, first name, patronymic (if any);

      3) year, month and birthday;

      4) academic degree and title, specialty;

      5) position held;

      6) office and home addresses and phone numbers of the applicant, email address.

      The certificate shall be signed by the applicant and certified by the signature of the employee of the personnel department at the place of main work (study).

      4. A brief description of the scientific activity of the candidate for the award is signed by the head of the organization that nominated the work.

      For collective works, the creative contribution of the candidate shall be indicated.

      5. A certificate from the organization that nominated the work, certifying that the work submitted for the competition has not been previously awarded prizes paid from the republican budget, shall be signed by the head of the organization.

Requirements for registration of documents for state scientific scholarships

      1. The motivated petition (recommendation) of the consultative and advisory body contains information about the scientific contribution of the applicant, his achievements and developments that have been highly appreciated and found practical application, as well as about the program of scientific activity of the applicant at the time of nomination, indicating the expected results and their scientific and applied significance.

      The volume of the motivated petition shall not exceed five (5) pages of the printed text.

      2. The certificate from the place of the applicant's main job reflects the following information about him:

      1) surname, first name, patronymic (if any);

      2) year, month and birthday;

      3) place of main work (study) and position held;

      4) the experience of scientific and pedagogical work or the year of study (for doctoral students);

      5) degree and time of its award;

      6) home and business addresses and phone numbers, email address.

      The certificate shall be signed by the applicant and certified by the signature of the employee of the personnel department at the place of main work (study) indicating the date of filling.
