On approval of the Rules for the Training in a Military Internship and a List of Specialties

Order of the Minister of Defense of the Republic of Kazakhstan dated August 24, 2017 № 483. It is registered in the Ministry of Justice of the Republic of Kazakhstan on September 26, 2017 № 15753.

      In alignment with sub-paragraph 26-18) of paragraph 2 of Article 22 of the Law of the Republic of Kazakhstan of January 7, 2005 “On Defence and Armed Forces of the Republic of Kazakhstan” I DO HEREBY ORDER:

      1. That the attached Rules for the Training in a Military Internship and a List of Specialties shall be approved.

      2. In the manner prescribed by the legislation of the Republic of Kazakhstan, the Department of Education and Science of the Ministry of Defense of the Republic of Kazakhstan, shall:

      1) ensure the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;

      2) send a copy hereof to Republican State Enterprise on the Right of Economic Management “Republican Center of Legal Information” of the Ministry of Justice of the Republic of Kazakhstan for inclusion in the Reference Control Bank of the Regulatory Legal Acts of the Republic of Kazakhstan both in paper and electronic forms in Kazakh and Russian within ten calendar days from the day of state registration;

      3) place this order on the Internet resource of the Ministry of Defense of the Republic of Kazakhstan after its first official publication;

      4) send the information to the Legal Department of the Ministry of Defense of the Republic of Kazakhstan on the implementation of measures provided for by subparagraphs 1), 2) and 3) of this paragraph within ten calendar days from the date of state registration.

      3. Control over execution of this order is entrusted to the supervising Deputy Minister of Defense of the Republic of Kazakhstan.

The Rules for the Training in a Military Internship and a List of Specialties

Chapter 1. General provisions

      1. These Rules for the Training in a Military Internship and a List of Specialties determine the procedure for training in a military internship and a list of specialties.

      2. The following definitions are used in these Rules:

      1) military internship - a form of training military personnel in clinical specialties within the framework of basic higher medical education for admission to clinical practice, carried out by a structural unit of a higher military educational institution;

      2) military intern - a serviceman studying in a military internship;

      3) military medical faculty - a structural unit of a higher military educational institution of the Ministry of Defense of the Republic of Kazakhstan, designed to train medical specialists within the framework of basic higher medical education.

      3. The main objective of the military internship shall be to improve the practical training of graduates of the military medical faculty of the military educational institution and military departments of medical higher educational institutions of the Republic of Kazakhstan, to increase the professional level and degree of their readiness for independent official and medical activities.

      4. The training of military trainees is carried out in accordance with the state mandatory standard of higher education approved by the Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 31, 2018 No. 604 (registered in the Register of State Registration of Regulatory Legal Acts under No. 17669), the Rules for training medical personnel in internship approved by the Order of the Minister of Health of the Republic of Kazakhstan dated September 18, 2018 No. KR DSM-16 (registered in the Register of State Registration of Regulatory Legal Acts under No. 17534), the Rules for certification of medical workers, confirmation of validity of the certificate of a healthcare specialist, including foreign specialists, as well as conditions for admission to certification of a healthcare specialist who has received medical education outside the Republic of Kazakhstan, approved by the Order of the Minister of Health of the Republic of Kazakhstan dated December 15, 2020 No. KR DSM-274/2020 (registered in the Register of State Registration of Regulatory Legal Acts under No. 21818) and the Rules of activity of military educational institutions, subordinated to the Ministry of Defense of the Republic of Kazakhstan, approved by the Order of the Minister of Defense of the Republic of Kazakhstan dated September 18, 2017 No. 529dsp (registered in the Register of State Registration of Regulatory Legal Acts under No. 15866).

Chapter 2. Admission to military internship

      5. In order to obtain the right to carry out clinical activities, military personnel, who have completed training at the military medical faculty in the specialties: “Military Medicine (with the right of clinical practice, 5 years of undergraduate + 2 years of internship)” and “Dentistry in Military Schooling (with the right of clinical practice, 5 years of undergraduate +1 year internship) ”, shall be enrolled in a military internship, with whom, the head of the structural unit of the Armed Forces of the Republic of Kazakhstan, organizing official activities in the field of medical support (hereinafter referred to as the structural unit), shall sign a new contract for a period of training in the military internship and for ten years of military service after graduation.

      6. Graduates of medical higher educational institutions of the Republic of Kazakhstan (hereinafter referred to as the medical university) with a bachelor's degree in General Medicine and Dentistry shall be admitted to military internship within the limits of the quota allocated by the Ministry of Defense of the Republic of Kazakhstan.

      7. Persons who have completed military training at the military department of a medical university shall be permitted to participate in the competition.

      8. Prior to March 1 of the year of admission, the heads of military departments of medical universities shall conduct outreach among fifth-year students who have undergone military training at the military department of a medical university. A person who has expressed a desire to enroll in a military internship shall submit a report (in any form) to the head of the military department of a medical university before March 15 of the year of admission.

      9. The head of the local military administration body, upon the recommendation of the head of the military department of the medical university, shall organize the work on conducting a special check and passing a preliminary medical examination before June 10 of the year of admission.

      10. Prior to July 10 of the year of admission, the head of the military department of the medical university shall send to the Human Resources Department of the Ministry of Defense of the Republic of Kazakhstan (hereinafter referred to as the HRD of the Ministry of Defense of the Republic of Kazakhstan) the personal files of candidates for admission to the military internship and the necessary documents for conferring the first military rank of the officer "lieutenant of the medical reserve service", in accordance with paragraph of the Rules of Military Service in the Armed Forces, Other Troops and Military Units of the Republic of Kazakhstan approved by Decree of the President of the Republic of Kazakhstan No. 124 dated May 25, 2006 (hereinafter referred to as the Rules of Military Service).

      The list of applicants selected for training in a military internship shall be approved by the Ministry of Defense of the Republic of Kazakhstan and sent to a higher military educational institution (hereinafter referred to as the Higher Education Institution) by a certain Minister of Defense of the Republic of Kazakhstan, no later than a month before the start of enrollment.

      11. The deadlines for admission to a military internship, as well as the start and end dates of the school year, in accordance with subparagraph 10) of Article 5-1 of the Law of the Republic of Kazakhstan dated July 27, 2007 “On Education”, shall be determined independently by the Ministry of Defense of the Republic of Kazakhstan.

      12. For admission to a military internship, candidates shall arrive at the Higher Education Institution to undergo competitive selection in accordance with the Rules for Admission to Training in Military Educational Institutions Subordinate to the Ministry of Defense of the Republic of Kazakhstan that implement educational programs of the appropriate level, approved by order of the Minister of Defense of the Republic of Kazakhstan No. 35 dated January 22, 2016 (registered in the Register of State Registration of Regulatory Legal Acts under No. 13268). Candidates shall be accommodated on the territory of the Higher Education Institution from the day of arrival.

      13. Admission to military internships of graduates of medical universities shall be carried out on a competitive basis, in accordance with the average performance points for the entire period of study (taking into account grades for industrial practice) in four stages:

      1) the first stage is the passage of a medical examination in accordance with the Rules for Conducting Military Medical Examination and the Regulation on Military Medical Examination Bodies in the Armed Forces of the Republic of Kazakhstan, approved by order of the Minister of Defense of the Republic of Kazakhstan No. 373 dated July 2, 2015 (registered in the State Registration Register of Regulatory Legal Acts under No. 11846);

      2) the second stage - the conduct of professional-psychological selection is carried out in the form of computer testing;

      3) the third stage - verification of physical fitness;

      4) the fourth stage - competitive selection and admission.

      14. Before June 1 of the admission year, the head of the military educational institution, heads of structural units submit to the structural unit in charge of military education, candidatures for inclusion in the admissions committee, approved before July 1 of the admission year by the order of the Minister of Defense of the Republic of Kazakhstan.

      15. The head of the Higher Education Institution shall be appointed as the chairman of the selection committee, and the deputy chief (head of department (unit)) of the structural unit and the representative of the medical university, in which military interns will be trained in medical disciplines, shall be appointed as deputies.

      16. The composition of the selection committee shall consist of an odd number of members (at least 5 people) and shall include specialists in specialized disciplines, including representatives of military medical units and institutions (general practitioner, surgeon, therapist, dentist), educational and methodical department (administrative unit) of the military higher educational establishment. Decisions shall be made by a simple majority of the total number of members of the selection committee.

      17. The meetings of the selection committee shall be held upon the instructions of the Chairman of the selection committee and shall be accompanied by the execution of protocols in any form.

      18. An applicant who does not agree with the result of passing the admission stage shall apply a written statement to the chairman of the selection committee until 10:00 am of the next calendar day after the announcement of the results. A protocol decision shall be drawn up, based on the results of consideration of the above statement.

      19. The personal files of graduates of medical universities who have not passed competitive selection shall be sent within five working days back to the university.

      21. Upon successful completion of the competitive selection by the head of the structural unit, a contract shall be signed with graduates of a medical university for a period of study in a military internship and for ten years of military service after its completion.

      The signed contracts and documents established by the Rules of Military Service, for those entering the military service under the contract, shall be sent to the HR Department of the Ministry of Defense of the Republic of Kazakhstan to issue an order on admission to military service under the contract and to appoint officers to military medical units and institutions of the Armed Forces of the Republic Kazakhstan.

      22. After the appointment, the military personnel shall submit reports in any form upon a command to be sent to study in a military internship, which shall be sent to a structural unit for subsequent submission to the HR Department of the Ministry of Defense of the Republic of Kazakhstan and after the issuance of an order for personnel on dismissal from their positions and enrollment in a military internship.

Chapter 3. Training in military internship

      23. The military internship shall provide training in the following specialties:

      1) “Military Medicine (with the right of clinical practice, 5 years of undergraduate + 2 years of internship)” with the qualification of “Medical Officer (General Practice)”, “Medical Officer (Surgeon)”, “Medical Officer (Therapist)”;

      2) “Dentistry in Military Schooling (with the right of clinical practice, 5 years of undergraduate +1 year internship)” with the qualification of “Dental Officer”.

      24. Training in a military internship in general military and military medical disciplines shall be carried out on the basis of the Higher Education Institution, in medical subjects - on the basis of a medical university on a contractual basis.

      An annual agreement on the training of military interns in medical disciplines shall be concluded between the head of the higher educational institution and the rector of a medical university, herewith, the cost of training of one military intern shall not exceed the cost of the corresponding state grant.

      25. The organization of educational, methodological and scientific work, conducting current, midterm performance monitoring, intermediate and final certification in the part related to the teaching of medical disciplines, shall be carried out jointly with interested structural units of the medical university.

      Documentation on the organization of the educational process (work curricula, training programs, lesson schedules) shall be coordinated with authorized officials of a medical university and shall be revised taking into account changes in the state general educational standard.

      26. The head of the Military University annually approves the training plan for military interns in the specialties, in agreement with the structural unit in charge of military education, no later than June 15 of the current year.

      27. The duration of the school year in a military internship shall be determined by the standard curriculum and curriculum.
